The reporter learned at the "2013 National Power Grid Design Technology Exchange Conference" held here that in order to implement the Air Pollution Prevention Action Plan issued by the State Council in September this year, the National Energy Administration and other relevant departments have formed the "Power Grid Implementation Plan for the Air Pollution Prevention Plan" (hereinafter referred to as the "Plan"). According to the "Plan", by 2020, China will have completed power transmission in Beijing Tianjin Hebei Shandong There are more than 10 key transmission channels in Yangtze River Delta, Pearl River Delta and other regions, involving an investment scale of more than 200 billion yuan.
In recent years, the continuous haze weather in the central and eastern regions of China has attracted the attention of many parties to the prevention and control of air pollution. In September 2013, the State Council issued the Notice of the State Council on Printing and Distributing the Action Plan for the Prevention and Control of Air Pollution, which clearly required Beijing Tianjin Hebei, Yangtze River Delta and Pearl River Delta to achieve negative growth in coal consumption, and prohibited the approval of new coal-fired power generation projects except for cogeneration.

According to a person familiar with the meeting, in order to implement the Air Pollution Prevention and Control Action Plan of the State Council in place, the National Energy Administration and other departments have formed a preliminary plan and related research results - the Power Grid Implementation Plan of the Air Pollution Prevention and Control Plan, which shows the power supply situation of Beijing Tianjin Hebei Shandong, Yangtze River Delta and Pearl River Delta by 2020.
Among them, the power flow in the Beijing Tianjin Hebei Shandong region in 2020 is that the Beijing Tianjin Hebei region will accept new power transmission from Inner Mongolia, Shanxi, Shaanxi and other regions from the original planned 12 million kilowatts to 21 million kilowatts, and may further increase to 27 million kilowatts in the long term; Shandong has increased its power transmission capacity from 8 million kilowatts originally planned to 20 million kilowatts in Inner Mongolia, Shanxi and Shaanxi. By 2020, Beijing Tianjin Hebei Shandong region will receive about 75 million kilowatts of external power, accounting for one third of the maximum load in 2020.
The power flow in the Yangtze River Delta in 2020 is that Jiangsu, Zhejiang and Shanghai will receive 33 million kilowatts of new power transmission outside the region, totaling about 8200 kilowatts.
The power flow of the Pearl River Delta in 2020 is that the region will add 1400 kilowatts of power transmission and receive 32.5 million kilowatts of power in total.
The Plan also determines the key construction tasks and projects of North China Power Grid, East China Power Grid and South China Power Grid by 2020.
Among them, the key construction task of North China Power Grid is to strengthen the transmission of power to Beijing, Tianjin, Hebei and Shandong. The key projects include Mengxi South Tianjin 1000kV AC project, Shaanxi Weifang 1000kV AC project, Ximeng Jinan 1000kV AC project, Shanghai Miao Zaozhuang ± 660kV DC project, Shanghai Miao Rizhao ± 660kV DC project, etc.
The key construction task of East China Power Grid is to strengthen power transmission between Jiangsu, Zhejiang and Shanghai. The key projects include Huainan Nanjing Taizhou Suzhou Huxi 1000 kV UHV AC project, Ximeng Taizhou ± 800 kV UHV DC project, Ningdong Shaoxing ± 800 kV UHV DC project, Jindong Changzhou ± 500 kV double circuit DC project, etc.
The key construction tasks of China Southern Power Grid will focus on strengthening power transmission in the Pearl River Delta, and build the ± 800 kV UHV DC project from northwest Yunnan to Guangdong.
The aforementioned insiders finally said that the total investment in the above power transmission projects was about 200 billion yuan, and the new power transmission capacity was 71 million kilowatts, which would significantly increase the proportion of power receiving in the power receiving areas, and reduce the coal consumption in Beijing Tianjin Hebei Shandong, Jiangsu Zhejiang Shanghai, and the Pearl River Delta by 120 million tons annually, which could not only meet the demand for load development in the receiving areas, but also contribute to the prevention and control of air pollution.
